From the Technical Committee March 7, 2000 Meeting Draft Notes By: Kevin Wolf
  1. Final Proposed Budget and Work Plans for the CalFed 2000 Grant Note: The Technical Committee recommends the following allocation of funds from the CalFed 2000 grant with the understanding that relatively minor changes may need to be made as detailed work plans are finalized. The Technical Committee asks for the authority to make such changes without needing to return to the Steering Committee for approval.
    Projects Amount Principal
    1. Peer Review $40,000 Kevin Wolf
    2. Modeling to Vernalis $160,000 Systech
    3. DWSC S.O.D and algal speciation $75,000 Litton
    4. Modeling upstream of Vernalis $50,000 Systech
    5. Monitoring and rough cut analysis upstream of Vernalis $100,000 Kratzer/USGS(1)
    6. Algal growth in river and DWSC $50,000 Lehman
    7. Continuous monitoring below Vernalis $210,000 Lehman (2)
    8. Flux studies in DWSC and lower river $ 50,000 Lehman
    9. Literature review $32,000 Brewer/JSA (3)
    10. Project management $40,000 Lehman
    Funds already allocated or spent:
    11. Casey Ralston/DWR $12,000 Lehman
    12. Modeling runs for rough-cut $20,000 Systech
    13. IEP database management $ 20,000 Karl Jacobs/DWR
    TOTAL $859,000 (4)

    1. The Technical Committee asked Charlie Kratzer to develop a proposal for data review, rough-cut analysis, and monitoring for the San Joaquin upstream of Vernalis.
    2. Peggy will work with Russ Brown to include Stockton's offer to provide matching funds towards an extension of historic data gathering as part of the continuous monitoring work plan.
    3. The amount to literature review was increased as the Data Atlas project was dropped. This will allow a more intensive effort to catalog data sets, literature, GIS layers and other information important to the load allocation and implementation plan options.
    4. The total available in the CalFed 2000 grant is $866,000.
      Projects not included in 2000
      1. Sediment Oxygen Demand $160,000 Berelson
      2. Aeration $20,000 Brown/JSA
      3. Data atlas $50,000 Brown/JSA
      4. Tracer Research (part of other projects Berelson/Lehman (5)

    5. Tracer research in the Berelson SOD and Lehman algal investigations has been dropped from 2000 studies. A workshop on tracer research will be scheduled and will be reconsidered for the 2001 grants. Also, Charlie Kratzer is encouraged to include a tracer component in his proposal for upstream of Vernalis research if it will be important to developing a rough-cut analysis at the end of 2000 and/or will help prioritize research in 2001.
