TMDL EXECUTIVE COMMITTEE
MEETING MINUTES FOR
December 1, 1999
Attendees:
Garner Reynolds, City of Modesto
Roger Bennett, City of Lathrop
Bob Murdoch, City of Stockton
1. Outreach
Urban
The City of Lathrop has a City Council presentation
scheduled for January 18, 2000 at 7 p.m. to discuss the
TMDL process. The goal of the presentation is to get a
letter of support and get funding put into next fiscal
year’s budget. Bob Murdoch agreed to assist in putting
the presentation together and to attend and answer
questions as needed. Attendance by Jones & Stokes
and/or Regional Board staff should be discussed at the
next Steering Committee Meeting.
Action: Discuss who wants to participate at December
Steering Committee Meeting.
Industrial
Garner Reynolds is scheduled to make a presentation on
the TMDL to Modesto’s Sewer Rate Advisory group on
December 13th.
Bob Murdoch met with Chris Reardon, Executive Director
of the Manufacturer’s Council of the Central Valley.
Mr. Reardon will take the information provided back to
his group. He indicated they may have a technical
person that they would want to be involved. A
representative may attend the next Steering Committee
Meeting. Mr. Reardon wants to be placed on our e-mail
list.
Bob Murdoch met with Kevin Sharrar, Executive Director
of the Building Industry Association of the Delta. Mr.
Sharrar will pass the information provided on to his
membership and will be attending the January Steering
Committee Meeting and asked to put on the e-mail list.
Mr. Sharrar would also like a presentation made to his
Board in February/March after the rough loading
analysis is completed.
Bob Murdoch contacted Ed Taczanowsky, BIA of Central
California. Mr. Taczanowsky referred him to their
state organization in Sacramento and did not indicate
interest in getting involved at this time.
Bob Murdoch gave two presentations to tenants of the
Port of Stockton describing the TMDL process.
A presentation to the Manufacturers/Industrial
Roundtable (MIR) is scheduled for December 17th. Bob
Murdoch will make the presentation and Jones & Stokes
will be sending a representative to assist during the
presentation. Regional Board staff will be contacted
to see if they can attend.
Action: Place Mr. Sharrar and Mr. Reardon on e-mail
list. Discuss who wants to participate in presentation
to the MIR.
Agriculture
No update available.
Environmental
On the November Steering Committee Meeting a list of
environmental organizations was distributed. Committee
members were suppose to contact Bob Murdoch with any
additions to the list. No information has been
received on this issue. Therefore, the environmental
outreach will start with the list as provided.
Additions can be made anytime. Bob Murdoch will draft
letters to each organization asking for their
participation and support. The letters will be ready
for signature at the December Steering Committee
Meeting.
Action: Bob Murdoch will draft letters as noted.
2. Funding Committee
The Executive Committee will handle issues with funding
for the near future. A separate committee may be set
up down the road.
The City of Stockton has arranged for a volunteer to
surf the web and track down possible grants for the
TMDL process. The City of Modesto will allocate time
for their grant writer and has agreed to provide
consultant time ($10K to $14K) for writing the
technical aspects of grants.
3. Technical Issues
The Executive Committee agreed to differ to the
Technical Committee any decisions on how to use the
remaining $20K in the CalFed reimbursable budget. With
all the work going on at the Technical Committee, it
was agreed that a presentation by G. Fred Lee is needed
to update the Steering Committee on where we are with
the rough cut load analysis.
Action: G. Fred Lee to provide update to Steering
Committee
4. Pollutant Trading
After the last Steering Committee Meeting, Chris Foe
asked that pollutant trading be discussed at the next
Executive Committee meeting. The Executive Committee
agreed that pollutant trading could be an important
aspect of the implementation program and work on it
should start now. As a first step, any and all
information concerning pollutant trading in other
areas/projects should be forwarded to Bob Murdoch.
Action: All stakeholders are encouraged to forward any
information on this topic to Bob Murdoch.
